My command line looks like tis C:\temp\Tools\Make\bin\mingw32-make.exe -d -f C:\temp\Tools\test.mak makeall SHELL=cmd
Why mingw32-make.exe is trying to use option "-c" for cmd instead of "/c" ???
CreateProcess(C:\WINDOWS\system32\cmd.exe,cmd -c "C:\temp\Tools\Make\bin\mingw32-make.exe -version",...)
there is no option "-c" for cmd.exe available. My OS is wind7.

The easiest method to remove the possibility of finding sh.exe on PATH is to remove the path from PATH that contains sh.exe. I don't know why -c is being used.
