#2286 cp.exe is really slow

Copying the folder using msys cp.exe it takes 3.5 minutes with disk write speed hovering between 600kb to 1 mb/second which is incredibly slow. Windows copies the folder in 10 seconds using a write speed 10 mb/second or more. Heck, git can clone the entire directory on windows in 30 seconds. Can you fix this?
