When I go to install mingw-get-setup.exe I get these messages:

I click quit then I get this message:

    It has always worked flawlessly for me, (in the past; I no longer use Windows).

    From your error log, I deduce that you may be trying to install without a live internet connection; (I see two error messages per file, with "cannot open URL" in each case). If I'm correct in that deduction, then you are trying to accomplish the impossible -- mingw-get-setup is a live network installer, and must have live internet access to the component files it is trying to install! If I am wrong in that deduction, then you need to debug your network connection -- you need to establish why those URLs are inaccessible.

    I have exactly the same problem.
    My internet connection is no problem. I can directly download the file via paste URL into browser's address inputbox.
    My operate system is win2000 server.

    i think you can use the psiphon application , i tried it and it was helpful, actually i do not know why it did not download before i tried everything and every soluton but i got the same error but after using vpn app psiphon it downloads everything
