#2145 Binutils has dependencies on 64-bit time functions

Trying to use MinGW that I downloaded in Sept. 2013 and copied onto a Windows 98 system, binutils (programs such as AS.EXE) gives dialog boxes with fatal errors about dependencies on 64-bit time functions that aren't available in MSVCRT. The previous MinGW that I was using, downloaded in July 2012, works just fine on this system.
Old binutils that works properly: 2.22-1
New binutils that fails due to 64-bit time dependency: 2.23.2-1
