#2100 mingw-org-wsl: build system needs configuration tracking

After a pull and checkout of 4.1-dev branch, make fails due to bad include path assignments. Running ./config.status corrects the anomaly.

All generated Makefiles should track changes in the build system infrastructure, (configure.ac, aclocal.m4, build-aux/*.m4, Makefile.in, etc.), and run autoconf or config.status, to rebuild themselves when necessary.
