#2058 mingw-get:use canonical forms for paths set in environment

Currently mingw-get assigns path names to environment variables such as $APPROOT, $SYSROOT, and $SUBSYSTEM_SYSROOT, without guaranteeing that they are represented in canonical forms; it would be preferable to reduce them to such forms on assignment.
