[Ming-dev] set ACLOCAL_AMFLAGS in automake

Hello,

A simple patch to set ACLOCAL_AMFLAGS in Makefile.am and not in
configure.in, where autoreconf wants to find it. Moreover it should only
be set in top level Makefile.
