#77 Noninteractive Upgrade doesn't pick up DB password

On Windows/Apache:

The noninteractive upgrade from 1.2.0.4 gave a
connection failure, invalid password when trying to
connect to the database.

I went to the interactive upgrade, didn't change any of
the fields, and had the same problem.

The interactive upgrade worked fine after I manually
entered the DB password.
