Taxes should be definable in a flexible way. Each Tax
may depend on:

- sum of incoming payments
- difference of incoming and outgoing payments
- kind of payee and receiver
- range of values (from/to amount)
- residence of receiver (state/region and city)

Taxes may be raised weekly or monthly.
Each Tax has a clear name
