fpTeX comes with a well working binary of ChkTeX. This
one cannot be used with MiKTeX because of different
kpsewich libraries. As ChkTeX is a very useful feature,
could you deliver ChkTeX with MiKTeX?

I don't have anything to add except that I have 0 experience building for Windows. I might be able to get a Windows VM running and build ChkTeX, but I would likely need help. I'm more than happy to accept patches to improve the build system to accomodate Windows.
That said, I'm sure maintaining MikTeX can be a thankless job. Thanks Christian for your work. I used to use MikTeX in college when I was on Windows. I still wish TeX Live had the "automatic package install" capability.
I will finally add chktex. The binary will be made available as a MiKTeX Next package in March. The regular MiKTeX 2.9 package follows later this year.
I have created http://www.lyx.org/trac/ticket/9989 to ensure LyX feeds through/verifies your ChkTeX compile ASAP. THX :-)

ETA? I can't find it in the latest CTAN (except for TeXLive version). LyX immediately updated and awaiting the wonderful ChkTeX :-)
