Report clearly when repository servers are intentionally offline

When repositiory servers are taken offline intentionally, the MikTeX clients report obtuse errors, resulting in lots of Googling and tweaking of MikTeX in the community.

Couldn't the MikTeX client report to humans that the servers are down temporarily, or at least point users to look at the miktex.org site for more information when there's a 503 error?
Also, sometimes I have to do a "Refresh FNDB" after the servers are taken offline and they come back. Shouldn't that information be also provided when this occurs?
I love MikTeX and my comments are intended to make the overall experience more robust for everyone.
The update wizard now show a better error message (see screenshot), if the server respnds with HTTP 503 (Service Unavailable).
