I was using basic-miktex-2.9.6069-x64.exe.

right after installation, i had a file C:\ProgramData\MiKTeX\2.9\dvipdfm\config\dvipdfmx.cfg with the following contents:

when compiling a tex file that included an eps file, i got results like this:

removing the dvipdfmx.cfg in ProgramData or pasting in the contents from the one installed into program files fixed this.

i watched the filesystem during the installation and the file in Program Files appeared somewher in between the installation, when it extracts all the files. the one in ProgramData appeared at the end, when the installer just says "installing zapfding", the task manager showed that it's either at the end of running the font config tool or at the beginning of the "miktex configuration utility".

    This has been fixed with one of the recent updates. MiKTeX-dvipdfmx now loads all available configuration files.
