#2417 latexmk "script is not registered" error since latest update

After I installed the updates from 06.12.2015 the latexmk process seems to be broken. It gives me the following error:

latexmk: The script is not registered.
latexmk: Data: scriptInterpreter="perl.exe", name="latexmk"

I reinstalled (portable version) with the version from the website and it is working again.

The error (at least on my system) can be reproduced:

1. Fresh installation from website: working
2. Run first update (updates only the package miktex-bin-2.9): working
3. Run second update (updates the rest): not working

So the second update has some broken packages. I attached the log for the second update, so the installed packages are evident.

Thank you, this has been fixed, i.e., you can now run latexmk.
