tex file with unicode filename fails to produce proper synctex file

Running (pdf)latex on a tex file with unicode characters in the filename creates the wrong synctex filename and results in a (busy) gzip file remaining and unusable.
Running:
pdflatex -synctex=1 -interaction=nonstopmode tëst.tex
on the attached file gives the error
SyncTeX: Can't rename tëst.synctex.gz(busy) to tëst.synctex.gz
and no synctex. The aux file is created correctly.
