Running up-to-date MiKTeX on Windows 2000.
It seems eTeX doesn't use TEXINPUTS. I created a directory called
texfiles (in some directory) and set TEXINPUTS to point to it.
kpsewhich found the files inside texfiles. So did latex when it used TeX
as the engine. However, if the default eTeX engine was used the files
inside texfiles wasn't found. Isn't eTeX using the standard kpathsea libraries?
This might not be a bug in MiKTeX. If so I hope you can forward the error
to the right people.

Just wanted to add that the etex TEXINPUTS problem also
adversely affects the installation of MiKTeX when used with R.
R (enter the single letter R into google) is a popular free
math/stat package that has multiple high volume mailing lists,
400+ addon packages, numerous books, conferences,
journal articles, etc. It has a latex-based documentation
system called sweave that mixes together R and latex.
Unfortunately the instructions to use MikTex with it are
complex, as seen in:

and my understanding is that the key reason for this
complexity is the TEXINPUTS problem.

Bump - any progress on this one, Christian? I'm raising the priority because this issue creates a lot of trouble - at least since it still works in teTeX. Aren't MiKTeX and teTeX using the same kpsepath library for etex/pdfetex?

MiKTeX doesn't use the kpathsea library. I haven't yet
decided whether TEXINPUTS for eTeX will be implemented in
MiKTeX 2.4. The 2.4 development branch is "stable",
i.e., only small bug fixes will occur in 2.4.

Let me add that ignoring TEXINPUTS looks as a serious
problem to mee, too. A work around using
-include-directory' switch breaks with, e.g., tetex, see threadappend LaTeX search path' from 2005-12-04 onmiktex-users mailing list. I'd really apprechiate a fix for
this problem ASAP, even in MiKTeX 2.4. It really causes
severe problems when writing make files for portable projects.

This bug has been fixed in the MiKTeX 2.5 source repository.
Please monitor the project page (www.miktex.org) in order to
find out when MiKTeX 2.5 will be generally available.
