Based on the screenshot you provided I assume you are trying to create a new Pentaho report. If that’s the case then a couple of pointers,

  1.  When addressing the community it’s helpful to mention necessary steps to reproduce the error/problem. What you want to do. What version of mifos/fineract you are using. This helps us understand the problem and assist each other.
  2.  I think you are running a recent version of Fineract that doesn’t ship with pentaho reports enabled by default. On recent versions of mifos/fineract pentaho reports are available via a plugin. If the plugin is not present then pentaho reports are not loaded nor can you add new pentaho reports in the system

Pentaho reports code base was removed from the fineract project because of software licensing.
The pentaho plugin code base can be found on the link below and also necessary steps on how to configure the plugin
