My comments, I know why this is happening and it
essentially boils down to some issues for handling
2-column blocks and the interface being inconsistent
with expected behavior. The issue is you can't see
which row a block is on because the whitespace is
collapsed.
Until a fix is created a solid work around is to move
the block down and then over. The issue is when blocks
are on the same row they are swapped instead of moved
over, unfortunately there is not indication (visual or
other) of what row a block is on.

Another bug is that the announcements now pushes into
the 3rd column.

This behavior is in the current build because of the
requirement to be able to stack blocks directly on top of
each other. Jeff pointed out when I asked him to collapse
the whitespace to make it possible to stack blocks directly
on top of each other, that this would cause exactly the kind
of problem John discovered:-(.
I suggest we stick with the work around Jeff noted for
version 1, and brainstorm a better way to provide both
stackable blocks and visual row cues in edit mode for vers2.
