There are case where the bandwidth to be measured is
simply to high for packet pair. If the daemon cannot send
packets close enough for the measure to be consistent, the
user should get informed.

A possible solution would be then to increase packet size.

This is an issus for Igi (which could prevent it from finding
the right input gap) and for PacketPair (but with no
possibility here of knowing that the measure is false)

    This has to be done through the polling process. In some way
    the measuring has to be dumb, the cleverness must come from
    outside, or from the statistics module, for instance.
