#36 sr_watch instances unable to be stopped without manually killing process

As of version 2.16.03a10, sr_watch instances are unable to be stopped via the "sr_watch stop" command. For instance is the results when attempting to start/stop an sr_watch instance:

$ sr_watch bullprep-transmit.conf start
2016-04-29 13:58:15,487 [INFO] directory /apps/bullprep/fcsts/transmit/uplink-transmit
2016-04-29 13:58:15,577 [INFO] sr_watch bullprep-transmit 0001 strange state...
2016-04-29 13:58:15,577 [INFO] sr_watch bullprep-transmit 0001 stopping
2016-04-29 13:58:15,577 [INFO] sr_watch bullprep-transmit 0001 starting

$ sr_watch bullprep-transmit.conf stop
2016-04-29 13:58:18,312 [INFO] directory /apps/bullprep/fcsts/transmit/uplink-transmit
2016-04-29 13:58:18,315 [ERROR] Another sr_watch instance with same configuration is already running.

I then have to go and manually kill the process if I want it to stop.
