Meshlab is a polygonal surfacing application. It does not have any nurbs functions.
There are many application that you could use to generate nurbs from a mesh, but it can be time consuming.
The high end tools that are used by industry (Geomagic, RapidForm) are fairly expensive ($10,000 and up) but do provide a faster method to produce a nurbs model.
Most nurbs modeling applications like Rhino, SolidWorks or Inventor will let you use a mesh as a reference to build a nurbs model, but this takes time.
