Summary

Comprehensive multi-daemon meridian doctor system-health command, plus a UI settings-path fix. Eval-feedback / worklog-reject-attribution work has been split out into [#107] and the KAN-141 deepeval work stays on its own branch — this PR is health-tooling only.

Replaces [#106] (same health commits, with the worklog/eval-feedback commit removed at the source).

Changes

• meridian doctor (9 commits): multi-daemon health checks with rich by-daemon table rendering; L1 screenpipe capture preflight; per-app a11y checks; config-contract group; worklog / coding-agent / observability groups; root-cause diagnosis + escalation; and --fix tiered auto/guided/manual repair. New module tree under src/health/.
• fix(settings): UI writes the repo-local settings.json so the daemon (cwd = repo root) actually reads the UI's toggles.

Not included (split out)

• Worklog review-action + reject-attribution capture → #107
• KAN-141 deepeval-on-golden-dataset → KAN-141-run-deepeval-on-the-golden-dataset branch

Test plan
