#89 Change how email lists are generated

In Adding New Personnel, or new Arriving Personnel when
the new record is saved an email list is generated based
purley on Permissions in MEPS. I believe it would make
more sense to have a way of creating our own lists
and/or have a field that says YES notify me or NO don't
notify me.

I have people here in IMD that would like to be notified
of new personnel, but they do not need permissions to
add/modify/depart personnel.

I was told not to do anything on this until we got a update in
May. All of this is listed in the policy editor in the admin
module. I have a issue like you have as well. When we get
the update in May we could work together to gets this going.
We do not have a lot of documentation on the policy editor is
the reason for the hold up. Was told the policy editor is very
complex.
