#305 Documentation update - localsettings.xml and MEPS Update

The above error message was received due to a
localsettings.xml file not being found. This is
documented as below on page 12 of the Workerbee
Version Implementation Plan.doc

ˇ Addition of the “localsettings.xml” settings file
This file template is found in the common directory and
must be moved to the settings folder of the facility’s
MEPS server. It allows the MEPS Admin at a facility to
customize which plugins are shown on the MEPS
Dashboard

Once this is added you will be able to access the MEPS
dashboard. This is something that would have been
typically noted in our admin notes but was not readily
apparent. Apply this change before performing the
Project-Specific Implementations.
