#298 Data in Education Status not correct

When pulling up an education status on an individual, all
status entries are listed as pass. When looking at data
in table, the status of some of the items are fail.
Education status is not displaying correct information.

Fix.. I have fixed this issue on the dev server and it is
reporting correctly now. Issue can be closed.

Fix.. Edit the Stored procedure where it pulls data from
the nonapptng table and add the where clause of status
= Pass, copy whole insert statement from nonapptng
text and replace all Pass with Fail and save SP.. Report
should be correct now.
