#4575 NPE in Compute.getTargetMovementModifier for Protomechs inside building during physical phase

As mentioned in the title, I'm seeing a NullPointerException that seems to be triggered by having a ProtoMech inside a building at the beginning of the physical phase.

megameklog.txt and relevant saved game attached.
