I would like the MediaInfo CLI to be able to display Start of Message (Starting TimeCode) for Closed Caption SCC files and possibly CAP files as well. This is highly useful to our captioning workflows.

For SCC format: it is pretty easy to do, at least in HH:MM:SS.mmm format (HH:MM:SS:FF format requires more internal development in MediaInfo because despite the fact it is HH:MM:SS:FF format inside the file, MediaInfo does not yet have this kind of format internaly)
For CAP format: unfortunately, there are several versions of CAP format, and I don't have the specifications. So it is more difficult (it is binary format, I can not see by reverse engineering the start time code)
