Another build related error on Windows due to user home discrepancies.
This looks like the same problem as for the bug 1738329. The file MeCat/startupTimeing.prop in the home directory does not exist, because MeCat has not been started before.
You can circumvent this by placing the startupTimeing.prop that is in the source archive into the MeCat directory in your homeDirectory.
I will make a howto on how to build MeCat under Windows on one of the following days.
After I've done that these bugs will be marked solved.
