#24 "Wait" order

Complex pre-planned behaviour is possible due to order
queueing. An obvious ommision to the available order
types is a "wait ([n] cycles)" order, which would be
used between orders of other types.
Create this order type and add support for it to Unit.

    Hmm... given that we can't say when an order will arrive, or
    when it will be carried out, how do we specify time?

    Could always do it both ways... "wait n cyles" and "wait
    until time==t", and then just see which one gets used.
