Create a game/mission design/setup tool, which will decide on things like starting units, terrain, victory conditions, etc. Have it also indicate the game style (tank, ship?), and modify the network protocol so that the clients are informed (so they know which sprites to use etc).

FIle format for scenarios will presumably need to include something on starting positions, but do allow for different positions on the same map.

It might be handy for this to be separated over the client/server model, to allow remote scenario design. This might utilize the existing stuff, so that you setup a game with slightly modified tools, and basically a scenario is a saved [serialized] game state (terrainModel, game pieces list, etc - have to work in victory conditions etc). For this, it might help to have GameNode/Simulation class, as distinct from Network oriented stuff in TCPServer.

Hmm... where is the precise border between game setup and
scenario design? E.g. number of players. A scenario may have
limits, I suppose, but allow for flexibility? But how to set
starting positions (etc) of optional players.
