#201 htmldoc 1.9.22 breaks on drawing.html (patch)

Building xfig_ref_en.pdf with htmldoc 1.9.22 results in a segfault on Debian.
This is primarily a bug in the 1.9.22 htmldoc version, but it is triggered by an empty <dd> tag in drawing.html. A deeper documentation about the issue can be found in https://bugs.debian.org/1125143
The attached patch against xfig documentation works around the htmldoc issue and cleans up drawing.html a little.
