#17 Need an attribute set dashboard component

A component that will set the value of an attribute is
needed for the dashboards. For example, the jetty
statistics graphs will be blank for most, as the statistics
are not on by default.

It seems logical to have a dashboard requiring statistics,
turn them on as it is built.
