Maybe someone can convince me it is a bug. I have run Maxima from a Windows command prompt many times. It is necessary to enclose the path in quote marks e.g "c:\program files\maxima\..." but this is nothing peculiar to Maxima. To the original poster: maybe something else is preventing Maxima from running. On the other hand I do know situation in which the problem could arise but newer observed it in practice before.
