How important is a lisp-only build?  It seems so many things are
missing that the build is really only useful for special cases.

I for one wouldn't really be able to use maxima because the
documentation isn't built.

I'm pretty sure that you can make asdf compile winkill.exe if you have
a C (?) compiler available.
