After starting wxMaxima it displays "Maxima started. Waiting for connection..." and then after a few seconds "Maxima process terminated" in the status bar area. When trying to evaluate cells then "Not connected to Maxima!" error is displayed. I do not see any processes (e.g. cmd.exe) left behind after quitting wxMaxima. I've tried disabling ZoneAlarm and Windows Firewall, choosing proper settings or even disabling DEP feature as described on http://maxima-project.org/wiki/index.php?title=Maxima_FAQ however those suggestions have not fixed the problem. I have used the same installer on my work PC and on that PC, Maxima works perfectly. Perhaps you should update the Windows section of the README to mention this specific problem with Zone Alarm and the need to uninstall (and not just disable) Zone Alarm. My guess is because of DEP and I know of no settings which would make maxima work. Can you verify that maxima.exe exists in the location indicated? What does dir "C:\PROGRA~1\MAXIMA~1.1\lib\maxima\5.22.1\binary-gcl\maxima.exe" display? What happens if you cd "C:\PROGRA~1\MAXIMA~1.1\lib\maxima\5.22.1\binary-gcl" and try to run maxima.exe there? It should show the GCL banner. If you can't get the command line user interface to run, there's probably no hope in trying to get the GUI to run.
