Actually, i should have read your question more thoroughly :\  The cycle
harvesting in PBSPro will suspend the jobs when someone logs in, not move
them to another node.  The jobs will then resume running when the keyboard
and mouse have been idle for a number of minutes (we use 10 in our lab).
