If the config-file cannot be read (e.g. FileNotFoundException), it is no longer ignored but an exception is thrown. This will cause the Controler to stop, instead of continuing with the default config.

hand made values for counting stations for the equil-example with 100 plans. This may eventually be used in tutorials, and works as a simple example for other people who like to integrate counts.
