extended testNegativeScore() with the special case of score = Double.NEGATIVE_INFINITY.

replaced the private method selectUnscoredPlan(Person) with person.getRandomUnscoredPlan().

fixed calculation of plan weight so that the weight is always at least MIN_WEIGHT.

added default tests for ExpBetaPlanChanger

special handling added in case the person has no plans at all, prevent NullPointerException.
