Modified CreateDemand2 to make it work with a different zones shapefile. I also added a class SelectZones which is used to load a polygon and get alla zones covered by that polygon. Only agents within those zones are then considered and possibly added to the MATSim scenario population.

looks like newer Maven versions no longer want the "pluginManagement" tag when configuring plugins in profiles, essentially leading to no tests being run at all. Fix it.
