networklistener now works for osmdata layers and network layers, so does the toggledialog. the listener does not yet support editing networks with osm tags. when converting, the internal way id is now always set as the main id for links while the actual id is stored as original id. as highways will mostly result in more than one link, a string of "_i" is appended to the original id, where the i stands for the ascending number for the links that originate from the way. this avoids assigning duplicate ids.
