use "weak" random selector by default in innovative strategies

do not link plans in prepare for sim

this creates agents with no individual plans. There may be no solution
to the joint decision problem in such cases...

Add a "weak random selection" selector

implement a wrapper class to create "weakly constrained" selectors

test behavior of new caching with several containers.

avoid loosing control using LRU cache

first step in making possible again the usage of multiple JointPlans containers

allow to configure strength of links.

add the concept of "weak" links (not used yet)

those are plan links which represent strong influences in terms of
scores, but can safely be broken when composing new joint plans (for
instance joint activities links compared to joint trip links)
