Add a "weak random selection" selector

implement a wrapper class to create "weakly constrained" selectors

test behavior of new caching with several containers.

avoid loosing control using LRU cache

first step in making possible again the usage of multiple JointPlans containers

add the concept of "weak" links (not used yet)

those are plan links which represent strong influences in terms of
scores, but can safely be broken when composing new joint plans (for
instance joint activities links compared to joint trip links)

changes in cottbus conversion tool: now it is possible to select to different envelops (bounding boxes). one to cut irrelevant parts of the network (as before), one to determine the inner city area where nodes (or crossings respectively) should be extended spatial.
