streamlining freight package, clean up and removal of code that is currently not necessary

Added support for NetworkChangeEvents to WithinDayQSimFactory.

Fixed problem with initial replanning caused by switching Within-day Replanning from simulation listeners to a MobsimEngine.

ExperimentalBasicWithinDayAgents can now optionally (this is not the default behavior!) overwrite the person's selected plan instead of creating a copy which is changed during the simulation.

Some more changes in the evacuation analysis code.

the first stop on a route is now on a loop link around the node representing the stop, and not on a short link coming from the north-east or so.
