Commit [r20366] Maximize Restore History

- Tweaked the code to skip persons with mixed-mode trips (they will be skipped for now until this feature of MATSim is working)

- Added a feature to assign activities to nearest link, based on a filtered network where highways and exclusive-ROW transit links are removed.
