slightly modified herbie setting, so that teleportation PT is used, + corrected config loading (herbie config group was not set in the config)

debugging open times for new facility categories, adjustment of facility attributes and scoring function.

write interval removed from internal controler

add a new, simplified constructor just taking a config object. Makes more sense in my opinion than having a constructor to pass 4 elements which are part of the same container anyway.

additional tests for IdentifiableArrayMap after having some problems (unrelated to this map, as I learned later...)

bugfix in ObjectAttributesXmlWriter, which did not use the conversion provided by custom AttributeConverters, but just used toString(). incl. Test case
