now, synchronisation of joint departures done in two steps:
-first, plans optimised without taking care of synchronisation
-second, the penalty approach is applied, starting from the
optimum of first step.
This allows to use high unsynchronisation penalties without
getting traped

Updated GautengControler to run tolled scenarios.

The cordon scheme did not work with GautengRoadPricingScheme. Reason
was that even for untolled links it returned, instead of a null pointer,
a cost object, albeit with a toll amount of zero. The cordon
implementation, however, only works when there is a transition from an
untolled to a tolled link, where the former is identical with a link
without associated toll Cost object.
