Added util method that calculates capacities for lanes v2.0 according to capacity of link.

Bugfix in capacity calculation: Distinguish between lanes at the end of the link and all others. By this bugfix the events of the 10th iteration of the SignalSystemsIntegrationTest could be reverted to the previous version.

Cleanup of SignalSystemsConfigGroup: removed parameters deprecated since at least one year.

Bugfix: tmpLane should never be smaller than 0 when a lane number is guessed

Bugfix: As old network writers used Double.NaN for effectiveLaneWidth instead of the default in the dtd we have to check if a Double.NaN is in the network before setting NaN to visualization.

Ambertimes are no longer activated by setting the path to the input file. Now, a boolean flag has to be set to enable this optional feature.

FromDataBuilder needs Scenario instance as argument instead of SignalData

ScenarioImpl contains SignalData if Config.scenario().isUseSignalSystems() is true.
