I guess I would say this is a, ahem, borderline issue [sorry].
But I probably would prefer ticks on top since they are on the
border and usually small (unlike grid lines). I'd be interested
to hear if people think otherwise. (The principle I'm applying ist
that I would be able to see grids around data since they span
everything, but that isn't necessarily true for ticks, and 
obscuring a tick (especially possible with a lot of noisy data
points) would be more annoying).
