[matplotlib-devel] htdocs now in CVS

I've added the html docs to the CVS repository.  Anyone who wants to
make additions or changes to the documentation is welcome!

Jeremy, you may want to update the WX stuff as you see fit.

The documentation is generated using a python templating engine.  The
details can be found in htdocs/README.

The documentation in CVS is for the 0.40 release.
