The MEP tree has been moved into the main repo https://github.com/matplotlib/matplotlib/tree/master/doc/devel/MEP I am pretty excited about this feature. I don't remember if this got mentioned upthread, but this ties in with https://github.com/matplotlib/matplotlib/issues/1109 as a nice way to set up all of the constraints.
