[matplotlib-devel] PR reviews for 1.4

Hello all,

I currently have 14 open PR's (most of which have an associated
issue).  If these could get reviewed/merged it would go along way to
cutting down the number of outstanding issues we have to get through
before we can cut 1.4.0
